According to a Human Rights Watch report, federal civil rights enforcement in the U.S. has been significantly hampered by substantial budget cuts and other policy shifts introduced by the Trump administration. Agencies responsible for investigations into discrimination in housing, education, employment, and justice have been heavily affected by budget cuts. The Justice Department has abandoned police reform consent decrees, and the Education Department has shut down its field offices and has resolved no racial discrimination claims since the inauguration of the new president. Critics say the administration is disbanding federal agencies without any other means for the most at-risk communities to seek legal redress.
